Where does the background music from reality TV shows come from?

I absolutely love the background music in a bunch of the reality TV shows I watch (particularly shows like Big Brother). I’ve noticed that a lot of reality shows have identical background music or special suspenseful sound effects. Is there something like a program similar GarageBand that is used by reality TV show producers that involves music loops that are put together to make the background music for these shows?

The music comes from 1 of 2 sources. It can be composed especially for the show, with different versions for the opening, closing, and background. Or it is purchased through different music libraries where they pay for the library and can then use the music royalty free for whatever they want. This is why you may hear the exact same music on different shows.
